The Iowa Judicial Council Committee on Digital Audio / Visual Recording Technology (DART) today released its final report on the evaluation of digital recording solutions designed to record courtroom proceedings. The committee was charged with determining if such systems could reliably capture the record inside courtrooms and thereafter, be used to create accurate transcripts of the court activity. Additionally, the committee was to determine the costs of installing and maintaining such systems in the Iowa courts.
In key findings, the committee determined that digital recording systems can reliably capture the words spoken during court proceedings and that accurate transcripts could also be created from such recordings. The committee findings were based on evidence obtained during several pilot tests of digital recording systems, from several different vendors, including the Liberty Recording system from High Criteria. The Conference of State Court Administrators has released a paper on the use of digital recording systems in State Courts. The paper's first recommendation is that
"State courts should move to digital recording as the method for making the verbatim record, with the possible exceptions for complex civil and capital criminal cases where real-time or stenographic reporting are specifically designated."
